Kano State Leads Local Action on Climate Change with New Policy and Budget Reforms

Climate change is a global issue that poses significant risks to ecosystems, economies, and communities worldwide. As temperatures rise and extreme weather events become more frequent, the need for effective climate policies has never been more urgent. Countries increasingly recognise the importance of establishing comprehensive frameworks to address these challenges, with many countries committing to international agreements such as the Paris Agreement to reduce greenhouse gas emissions and promote sustainable practices.

In Nigeria, the National Climate Change Policy (NCCP) serves as a critical framework guiding the country’s response to climate change. This policy emphasises a multi-sectoral approach, integrating climate considerations into national development processes and promoting resilience across various sectors. At the local level, Kano State has taken significant steps by approving its Climate Change Policy on January 29, 2025. This decision reflects the state’s commitment to addressing climate challenges specific to its context. 

The development of this policy began in February 2024 with technical support from the Foreign Commonwealth & Development Office’s governance programs—the Partnership to Engage, Reform & Learn (PERL) and its successor, the Partnership for Agile Governance & Climate Engagement (PACE). The need for a climate change policy became apparent as Kano State grappled with severe environmental challenges, including droughts, desertification, and erratic rainfall threatening livelihoods.

Kano’s performance in the 2024 Climate Governance Performance Rating revealed significant challenges in its climate governance framework. The assessment evaluated the Nigerian states on five criteria: Administrative Structure, Climate Policy and Action Plan, Project Implementation, Climate Finance in Budgets, and Online Visibility. Kano’s low score reflected deficiencies in its administrative structure integration of climate finance in budgetary allocations.

Recognising these challenges, FCDO-PACE supported the Kano State government in developing a comprehensive framework that would not only address these challenges but also enhance resilience among vulnerable communities. Initial efforts at greening the Kano State 2025 Budget demonstrate a commitment to allocating resources towards climate initiatives, ensuring that financial support is directed toward projects that promote sustainability and resilience

The Climate Change Policy is expected to enhance resilience, promote sustainable development, attract funding and mitigate environmental risks associated with climate change-ultimately improving public health outcomes. Through several stakeholder consultations that brought together representatives from government ministries, the House of Assembly, civil society, and academia, diverse perspectives were gathered to ensure that the policy reflects the community’s needs while aligning with global standards. 

PACE’s involvement in Kano’s Climate Change Policy reaffirms FCDO’s commitment to supporting communities in navigating the challenges posed by climate change while fostering inclusive governance practices that empower citizens in Kano State.
