About Us
Building on Two Decades of Governance Reform for Sustainable Growth.
Our story is one of continuity, how long-term partnerships between Nigeria and the UK continue to evolve from aid to growth.
Our Story
PACE represents the newest chapter in Nigeria’s lengthy and evolving journey of governance reform, which has spanned over twenty years of learning, collaboration, and progress. This journey has developed into a movement that links governance, accountability, and climate resilience as essential foundations for sustainable development.
Through successive UK Foreign, Commonwealth programmes managed by DAI Global, this partnership has helped shape how Nigerian governments plan, budget, and respond to citizens’ needs. It has also shown the power of local leadership, reformers in ministries, civil society, and communities working together to make governance work better for people.
PACE is carrying on this legacy by building on what works. With decades of experience behind it, the programme brings together knowledge, tools and networks, as well as extends its reach through mechanisms like the Platforms+, which connects non-focal states to shared learning and tailored support.

PACE works through a whole of society approach, built on the understanding that Nigeria's governance and climate challenges are deeply interconnected and can only be addressed when everyone plays a part.
Our approach strengthens the foundations of reform—people, institutions, resources, and performance, ensuring citizens have a voice, governments are responsive, and public resources are managed transparently to deliver real results. PACE translates this vision into action through:
Issue-based coalitions
that unite reformers to tackle priority governance and climate challenges.
Core governance interventions
that build trust, strengthen accountability, and integrate climate action into policies and budgets.
Evidence and learning
that guide adaptive decision-making and inform advocacy.
A Strategic Opportunities Fund
that allows flexible responses to emerging political and reform opportunities.
What We Do
PACE strengthens governance and accelerates climate action in Nigeria. PACE aims to strengthen democratic systems, processes and institutions.
Support partnerships to influence and hold government accountable.
Increase state government internally generated revenue.
Mainstream climate action in the centre of state government policy, planning and budgets.
Strengthen democratic systems, processes, and institutions.
Implementing Partner
PACE is managed by DAI, which draws on decades of experience in global governance and climate programs. DAI addresses social and economic development issues stemming from inefficient markets, weak governance, and instability.
They work with a wide range of clients, including national and local governments, bilateral and multilateral donors, private corporations, and philanthropies. They combine deep technical expertise, robust operating capabilities, and proven financial acumen to help clients solve their most pressing problems.
Our Consortium Partners
PACE is implemented by a consortium organisations that bring together deep expertise in governance, climate action, inclusion, and accountability. Each partner plays a distinct role in ensuring that the programme delivers results.
Let’s support your governance and reform goals
The PACE Platforms+ provides support to partners across Nigeria seeking guidance on governance, climate action, and inclusive growth. Drawing from PACE's work in Kaduna, Kano, and Jigawa, Platforms+ connects non-focal states and stakeholders to expert advice, research, and tools that inform practical reform and decision-making.
