Key Results: Kaduna State rose from 16th to 3rd position in the 2025 National Climate Governance Performance Ranking

PACE Support: Finalise the draft Climate Change Law, establishment of a dedicated Climate Change Department within the Ministry of Environment and Natural Resources, a lite-touch review of the State Climate Change Policy and development of a Climate Change Policy Implementation Framework.

PACE supported the Kaduna State Government to strengthen the institutional and legal foundations for coordinated climate action through the development of a draft Climate Change Law and the establishment of a dedicated Climate Change Department within the Ministry of Environment and Natural Resources. The Programme also supported a lite-touch review of the State Climate Change Policy and Policy Implementation Framework. These efforts have significantly elevated Kaduna’s national profile, with the state rising from 16th to 3rd position in the 2025 National Climate Governance Performance Ranking, a recognition of its growing leadership in environmental governance, sustainability, and climate resilience. This achievement, credited in part to PACE’s technical support, reflects KDSG’s commitment to advancing inclusive, climate-smart growth. Going forward, PACE will continue to work with the government and partners to consolidate reforms, strengthen climate finance readiness, and embed accountability mechanisms that build on Kaduna’s position as a national leader in climate governance.
