Nigeria’s procurement reform process is bringing together government institutions, the private sector, development partners and civil society to address gaps in the country’s procurement system.
PACE worked closely with the Bureau of Public Procurement (BPP) to deliver the Methodology for Assessing Procurement Systems (MAPS) assessment, completing and presenting the report to the BPP as a key input into the reform process. The assessment provides a detailed picture of the structural and operational weaknesses in Nigeria’s procurement system and identifies priority areas for reform.
PACE has also provided technical input to the review of the National Procurement Strategy and the Public Procurement Act 2007, and contributed to the establishment of a joint committee to coordinate and guide the reform process.
The MAPS findings are now informing both the review of the Act and the National Procurement Strategy, providing an evidence base for changes to Nigeria’s legal and policy framework. At the same time, work with the BPP is strengthening the coordination and implementation arrangements needed to take these reforms forward.
Together, these efforts are helping to modernise Nigeria’s procurement system, with a focus on transparency, accountability, fair competition and value for money, while strengthening the role of public procurement in delivering inclusive growth.
