By building issue-based partnerships, addressing core governance challenges, leveraging research and
evidence, and utilising flexible funding mechanisms, we ensure interventions are responsive, collaborative, and impactful,

- 02 Governance Strengthening
- 03 Research, Evidence & Learning
- 04 Strategic Opportunities Fund
We adopt a partnership-driven approach to reform, bringing together state and non-state actors to identify and address governance and climate challenges collaboratively
PACE strengthens governance by addressing five interrelated challenges: dependency on oil revenues, weak social contract, lack of transparency and accountability, unequal power structures, and fragmented climate action.
We emphasise research and evidence-based decision-making and leverage findings from ongoing research to inform strategies, adapt interventions, and ensure alignment with local needs and contexts.
We respond flexibly to political opportunities as they arise, enabled through the Strategic Opportunities Fund (SOF).

Begin your climate finance journey
Nigeria faces a $17.7 billion annual climate finance gap, yet opportunities abound for states and businesses to unlock transformative funding.
To bridge this gap, the Partnership for Agile Governance and Climate Engagement (PACE) developed this practical guide to help subnational governments and eco-friendly businesses access climate finance. Drawing on over two decades of governance reform experience, PACE provides actionable steps, readiness tools, and insights into 18 priority climate finance sources, positioning you to drive climate-resilient growth.
What Our Stakeholders Say
We cannot build resilient infrastructure, diversify our energy sources, or create an economy that truly benefits people without addressing climate change. This is why climate action is an investment we must make today for our children and the generations to come.
Wale Edun
Honorable Minister of Finance, Federal Republic of Nigeria
The Climate Finance Guide comes at a crucial time when climate-related challenges are worsening conflicts and displacements across the Sahel. Effective coordination of climate finance across local, state, and federal levels is essential to tackle these challenges and unlock new opportunities.
