Mainstreaming Climate into Fiscal Planning

PACE Support: Pilot the subnational Climate Finance Readiness Assessment and develop the Kaduna State 2025–2027 Medium-Term Expenditure Framework.

As part of ongoing efforts to ‘green’ fiscal processes, PACE supported the Kaduna State Government and eco-friendly businesses to pioneer Nigeria’s first subnational Climate Finance Readiness Assessment and integrate climate priorities into the 2025–2027 Medium-Term Expenditure Framework (MTEF), both firsts for the state. Through participatory technical sessions, PACE also strengthened the capacity of the Planning and Budget Commission, Ministry of Finance, and Ministry of Environment and Natural Resources to embed climate considerations into fiscal policy and align state planning with national climate commitments. PACE’s intervention has enhanced Kaduna’s readiness to attract green and carbon finance, positioning the state as a model for sustainable, climate-smart governance.
