PACE Support: Development of the State Social Protection M&E Framework.

PACE supported the Kaduna State Government to strengthen coordination, accountability, and evidence-based decision-making across its social protection system through the co-creation of a statewide Monitoring and Evaluation (M&E) Framework. In Kaduna, social protection interventions cut across 14 sectors, with Ministries, Departments, and Agencies (MDAs) implementing programmes (school feeding, fertiliser distribution, health insurance, and subsidies), often in silos and without a unified results framework. The programme’s support, led in collaboration with the Office of the Special Adviser to the Governor on Social Investment, the Kaduna Social Protection Agency, civil society, and relevant MDAs, harmonises these efforts under one coherent system. The framework enables the government to systematically track progress, assess outcomes, and strengthen accountability, ensuring that social protection investments are better coordinated, more efficient, and reach the citizens who need them most.
